UKBUSINESS ORGANISATIONS COMBINE TO APPOINT FIRST CHIEF EXECUTIVE FOR ENTERPRISE INSIGHT
The Directors General of the British Chambers of Commerce, CBI and Institute of Directors, have appointed Oonagh Harpur to be the first Chief Executive of Enterprise Insight, the joint business venture to create a more enterprising Britain.
Enterprise Insight is a partnership of organisations successfully delivering enterprise programmes to young people: Young Enterprise; Understanding Industry; Shell LiveWIRE; Prince’s Trust; Business in the Community; the National Federation of Enterprise Agencies; and the Education Business Partnerships.
A significant feature of Enterprise Insight is its Enterprise Forums bringing business ‘ambassadors’ together with young people and its partners.
The launch of Enterprise Insight in June was marked by a forum held at Downing Street involving the Prime Minister and members of the Cabinet.
Welcoming the appointment Tony Blair said today:
“An enterprise culture is vital - for young people, for business and for Britain. I welcome business working closely with a range of key organisations to help create the spirit of enterprise in practice which we all need to see.”
Oonagh Harpur’s appointment is with immediate effect and follows an open recruitment process. Her appointment was the result of a combined advertisement and search recruitment process, undertaken pro bono by Barry Gould of Whitehead Mann GKR as their contribution to the campaign.
Oonagh Harpur, who will be based at the CBI in Centrepoint in London said:
“If we are to bring about a genuine enterprise culture in the UK, it is vital that we engender an enterprising spirit of creativity in our young people and that they have every opportunity to express that in their working lives. Its up to all of us to achieve this: employers, teachers and parents”
The Chairmanship of Enterprise Insight rotates between BCC, CBI and IoD on a six monthly basis. George Cox, Director General of the Institute, will now take up the chairmanship for the next period following on from Chris Humphries Director General British Chambers of Commerce.
'NEW' ECONOMY - NEW OPPORTUNITY, SAYS CBI CHIEF
CBI Director-General Digby Jones told Cambridge businessmen and women last week that there is no such thing as a 'new economy', just a new opportunity. And that e-business techniques should never be used just because it is trendy or clever to do so, but because they add value and enhance productivity. Small businesses, particularly in traditional sectors, need to embrace e-commerce quickly or they will fall behind the game forever.
In a speech at Kings College, Cambridge, Digby Jones said:
"There's more to e-business that downloading music or ordering pizzas on the web. If used properly as a genuine new tool it can reinvigorate business - with creative new supply chains, a more flexible workforce and more potential customers. But my message to business is only use it if it makes good economic sense for your company, not just because you want to be thought of as trendy or clever."
Mr Jones will go on to highlight new measures that the CBI will be taking during the Autumn to gear itself up to help companies deal with the e-business challenge.
Mr Jones said: "My recent trip to Silicon Fen convinced me that a new CBI e-business council, involving leading edge companies from across the country, was necessary to ensure that the CBI keeps up-to-date and influential on all of the latest issues. I am delighted to say that John Stewart, Group Chief Executive, Woolwich plc, has agreed to chair this for us. There will also be a major new e-business survey in the Autumn. Working with the London Business School we will be assessing the impact of e-business, how it is being used and what, if any, barriers need to be dealt with. I believe these two developments will significantly enhance the CBI's ability to lobby on behalf of its members in this important area."
Mr Jones recognised that the Government is committed to making the UK the best place to do e-business but suggested that, to make that commitment a reality, they had to examine both existing policies and future ones. He pointed out that the regulation of Investigatory Powers Bill was a good example of what happens when e-commerce is not fully considered.
He said: "Unfortunately, the draft regulation was way too narrow and simply did not reflect normal business practice. It would have stopped an employee looking at e-mails a colleague had received while they were away from the office and forced a business to gain the consent of those people outside the business whose personal communications may have been monitored. This was impractical. We have no objection to employees being made aware that their communication may be monitored but obtaining consent is different"
Mr Jones said that CBI had been lobbying hard and was hopeful that the re-draft of the regulation, which is expected soon, had taken note of its concerns and would be a better fit with existing business practice.

The international credit insurer NCM announced the acquisition of the Danish factoring company, Forenede Factors a/s. Previously Forenede was a subsidiary of Danske Bank. NCM is the credit insurance market leader in the Nordic region and will, by purchasing Forenede Factors, become one of the leading companies within debt financing, credit insurance and debt administration.
The primary focus of factoring is receivables financing, cover of non-payment risk and receivables administration. It improves a company's liquidity, offering security when selling on credit terms and simplifying administration via 'outsourcing'.
Chairman of the Managing Board of NCM, Gerard van der Stelt, said about the takeover: "Purchasing Forenede fits our ambitions to offer our clients worldwide flexible and optimal receivables solutions. Forenede Factors, as a subsidiary of Danske Bank, is a highly esteemed factoring company. It offers a qualitatively strong product and its staff is highly skilled. With the acquisition of Forenede Factors, we give further shape to our expansion strategies, especially in the Scandinavian countries."
Though for most companies, receivables typically represent 35 - 40% of the balance sheet - a large cash investment, credit risk and administrative burden - they are often regarded as the least strategic class of asset. NCM considers that factoring can add substantial value for large, as well as small companies, and that it is an important growth area in credit management.
Gerard van der Stelt adds: "The purchase of Forenede Factors in Denmark is an important step in the strategy of the NCM Group to act as a full service 'Receivables Company' globally. Our customers show an increasing demand for more broad-based solutions, for which this transaction will open us up."
The NCM Group, a privately owned company with headquarters in Amsterdam, annually insures more than EURO 126 billion of business worldwide against the risk of non-payment. It has invested heavily in customer service and technological innovation and has operations in Belgium, Denmark, France, Germany, Ireland, Italy, Malaysia, The Netherlands, Norway, Spain, Sweden, USA and UK. The majority of NCM's shares (90%) are owned by Swiss Re.

CABORN WELCOMES NEW ERA OF TRADE RELATIONS WITH IRAN
DTI Minister Richard Caborn arrived in Iran on the 28 September, the first UK Trade Minister to visit the country in twenty years.
Mr Caborn will meet with his Iranian ministerial counterparts and local business representatives to identify future trade opportunities. Iran's commitment to decreasing its dependency on oil revenue by expanding and modernising its industrial base has led to increased opportunities for UK companies from all sectors.
Mr Caborn will see first hand how UK companies are benefiting from improved Anglo-Iranian relations at the Tehran International Trade Fair. The Fair is an annual event, supported by Trade Partners UK the Government's unified export body, that regularly attracts a strong British presence amongst the exhibitors. Mr Caborn will attend the opening ceremony, conducted by Iranian President Mohammed Khatami, and afterwards tour British stands.
Mr Caborn said: "It is an honour to be the first Trade Minister to visit Iran for two decades. This trip will go some way to developing our commercial relationship, for the benefit of both our countries, and focus on the role the UK can play in helping Iran develop its economy."
SHERIDAN FAILS TO HURRY BILL

It was reported in the London Times of 20th September 2000 that an attempt by Tommy Sheridan, the Scottish Socialist Party leader, to force the Executive to speed through legislation outlawing warrant sales by April was defeated yesterday. Last April the MSP forced the Scottish Executive to withdraw a hostile amendment to his Abolition of Poindings and Warrant Sales Bill, which will end the practice of seizing and auctioning household goods to pay off debts.
Yesterday the Justice and Home Affairs Committee ensured that the Executive still had until December 2002 to introduce legislation. Angus Mackay, Deputy Justice Minister, the said timescale was vital to give local authorities time to prepare for the change.
Mr Sheridan's move was backed by SNP members of the committee but opposed by Labour and Liberal Democrat MSPs, who supported Mr Mackay. However, Gordon Jackson, Labour MSP for Govan, said West Dunbartonshire and Clackmannan councils had both brought in a ban and it made no sense delay.

INSURANCE PREMIUM TAX THREAT TO JOBS
Further rises in the rate of Insurance Premium Tax (IPT) could result in a significant number of UK companies dropping credit insurance as a means of trade protection.
That is the conclusion of a survey commissioned by international credit insurer NCM among a national cross section of more than 170 users of domestic credit insurance following fears of another rise in the IPT rate which currently stands at 5 per cent.
BANKRUPTCIES LIKELY
NCM Group Chairman Gerard van der Stelt warned:
"The survey sends a very clear message to Ministers that any further hike in IPT will have an adverse affect."
Opening the Credit 2000 Conference in London on the 18 September, he said:
"Given our squeezed margins credit insurers will be unable to absorb the cost of further rises. It is clear from the results that business, particularly small and medium sized companies, will be progressively reluctant to renew policies if there are further rises.
The net result will be hundreds of millions of pounds of trade uninsured from the risk of non-payment. Many bankruptcies will follow and thus, of course, consequent job losses."
MAIN RESULTS OF THE SURVEY
· Nearly one in five businesses are not confident of renewing domestic credit insurance if the IPT rate rises by as little as one per cent
- One respondent said:
"It would be a very short sighted strategy . . . Problems with the pound require lowering of costs rather than any increase, so as to promote jobs and increase exporting. If this policy was to take effect, business would turn against Labour."
- Another said:
"It would affect us badly from a cost point of view . . . we would have to look at cutting our costs elsewhere, probably on manpower."

Silentnight announced pre-tax profits of 8.23 million pounds, on turnover of 100.7 million, for the six months ending July 29th 2000. Earnings per share stand at 12.6p.
F.W. Thorpe announced pre-tax profits of 3.02 million pounds, on turnover of 27.2 million, for the year ending 2000. Earnings per share stand at 16p on reduced capital.
A G Barr, the soft drinks maker announced pre-tax profits of 7.69 million pounds, on turnover of 58.2 million, for the six months ending 29th July 2000. Earnings per share stand at 28.7p.
Wolseley the builders and plumbers merchants announced pre-tax profits of 302.3 million pounds, after exceptional charge, on turnover of 6.403 million, for the year ending 31st July 2000. Earnings per share stand at 33.7p.
MERGER CLEARANCE
The Secretary of State for Trade and Industry has decided, on the information at present before him, and in accordance with the recommendation of the Director General of Fair Trading, not to refer the following merger to the Monopolies and Mergers Commission under the provisions of the Fair Trading Act 1973:Acquisition by Horizon Organic Dairy Limited of Meadow Farms Limited
VARIATION TO UNDERTAKINGS FROM ANGLO AMERICAN ACCEPTED
Kim Howells, Competition and Consumer Affairs Minister, on the 29 September 2000 announced that he had accepted a variation to undertakings given by Anglo American plc which he accepted on 1 March in lieu of a reference to the Competition Commission of their proposed acquisition of Tarmac plc. Dr Howells' decision is in accordance with the advice of the Director General of Fair Trading (DGFT).
The undertakings required Anglo to divest certain assets in respect of their production of aggregates, asphalt, ready mixed concrete and mortar. The variation allows Anglo to lease those plants where they are retaining ownership of the quarry in which the plants are based, rather than selling all their interests in the plants.
Dr Howells has also decided to extend the deadline for Anglo to complete the divestments to 13 October 2000, in accordance with the DGFT's advice.
Department of Trade and Industry Minister Alan Johnson on the 29 September 2000 unveiled a new easy-to-use interactive website aimed at helping workers and employers find out how the National Minimum Wage (NMW) applies to them.
The launch of "TIGER" - Tailored Interactive Guidance on Employment Rights - comes as the NMW adult rate is set to rise to £3.70 per hour from Sunday 1 October.
By clicking onto http://www.tiger.gov.uk workers and employers can find out how the NMW applies to them. Users follow a simple decision tree, answering questions on their own specific circumstances. Ready-reckoners can be used to calculate actual hourly rates taking into account any special circumstances e.g. people who only work during school-term times; or who are provided with accommodation as part of their pay, or people who get a basic rate plus commission.
Alan Johnson said:

A number of organisations helped the Government test TIGER including Citizens Advice Bureaux, the National Hairdressers Federation and trades unions. They have welcomed the initiative which has also received support from the independent Low Pay Commission.
And Mr Johnson added:
"I am delighted to launch TIGER, yet another example of Government services becoming more easily accessible over the internet."
The National Minimum Wage Helpline can be contacted on 0845 6000 678 for further information or to complain about underpayment. All calls are dealt with in confidence.
Up-to-date figures to the end of August this year reveal that over £2 million has been won back by enforcement officers for low paid workers who were not being paid the National Minimum Wage.
