UKBanks gave more details of their losses from the recent turmoil in world markets. Among the biggest: Salomon Smith Barney, with a net loss of $150m over the past two months that will dent the earnings of its parent, Travelers Group. Travelers' merger partner, Citicorp, and Morgan Stanley Dean Witter, an investment bank, also said that the crisis would cut earnings. Barclays, a British bank, took a 250m pounds ($420m) charge specifically against its Russian exposures.

BUSINESS START-UPS AND CLOSURES: VAT REGISTRATIONS AND DE-REGISTRATIONS IN 1997
Estimates of the number of enterprises registering and de-registering for VAT in 1997 have been published by the Department of Trade and Industry. The estimates are a good guide to the pattern of business start-ups and closures across the UK and in each industry. They update estimates for 1994-96 published last year.
Key results
There were 182,600 registrations in the UK in 1997. There were 164,500 de-registrations. There was a net gain of 18,100 registered enterprises during the year. There were 39 registrations for every 10,000 people age 16 or over. There were 35 de-registrations for every 10,000 people age 16 or over.
In 1997 61,000 registrations, or one in three of the UK total, were in the Business services sector, which includes consultancy, legal, accounting and computer services. There were 37,200 registrations in London, the largest number of any region. In London there were 66 registrations for every 10,000 residents age 16 or over, compared with 27 in Wales and 20 in the North East.
The number of registrations rose by 14,400 between 1996 and 1997, to its highest level for four years. In contrast the number of de-registrations fell by 600, to its lowest level for four years. The net gain of 18,100 enterprises during 1997 follows a small net gain of 3,100 enterprises during 1996 and net losses in each year from 1991 to 1995.
Sectors
In 1997 the number of registrations rose in all sectors except three: Mining and energy, Wholesale and retail, and Manufacturing. There were 13,500 registrations in Manufacturing, a fall of 500 compared with 1996. There were 14,800 de-registrations in Manufacturing, resulting in a net loss of registered enterprises for the fourth successive year.
There were 61,000 registrations in Business services in 1997, the largest number of any sector. Of these, 23,300 were enterprises providing computer services. In Business services there were 9,100 more registrations than in 1996, and 1,500 more de-registrations. In this sector there was a net gain of 25,700 registered enterprises during the year. This more than accounts for the gain of 18,100 in the economy as a whole.
There were 37,000 registrations in the Wholesale and retail sector in 1997, the lowest number in four years. The largest falls were in food and clothing retail. In contrast there were 16,500 registrations in the Hotel and restaurants sector, the highest number in four years.
Regions
In 1997 there were 37,200 registrations in London, 30,000 in the South East, and 18,300 in the Eastern region. The number of registrations was higher than in 1996 in all areas of the UK. The smallest rises were in the North East (up 2%), Wales (up 2%) and Northern Ireland (up 4%).
There were net gains in the stock of registered enterprises in Northern Ireland, in Scotland, and in six of the English regions in 1997, including the North West (1,000), the East Midlands (500) and the South West (900). In contrast only Northern Ireland and one region, London, had experienced net gains two years previously.
In 1997 there were 160,200 registrations in England, 6,200 in Wales, 12,300 in Scotland and 3,900 in Northern Ireland. There was a net gain of 17,200 registered enterprises in England, a small net loss in Wales, and net gains of 700 in Scotland and 200 in Northern Ireland.
In the UK in 1997 there were 39 registrations for every 10,000 people age 16 or over. The highest registration rate was in London (66 per 10,000 residents age 16 or over). Most newly registered enterprises are small local businesses, so this high rate cannot be explained by the concentration of head offices in London.
There were high registration rates in the rest of the South East (47), the Eastern region (43) and the South West (39). The lowest registration rates were in the North East (20) and Wales (27).
The differences in registration rates have widened between 1994 and 1997. For example the rate in the Eastern region rose from 38 to 43 while the rate in Scotland rose from 28 to 30 and the rate in Wales remained at 27.
Regions with a consistently high registration rate also tend to have a high de-registration rate. This reflects the short lifespan of many new enterprises.
VAT registrations and de-registrations are the best official guide to the pattern of business start-ups and closures. Coverage is almost complete among businesses operating above the turnover threshold for VAT registration (#48,000 in 1997). Unlike the number of incorporations, they cover both companies and self-employed run businesses. And unlike the number of insolvencies, they include closures that do not involve unpaid debt (most do not). However they exclude many of the very smallest one person businesses that trade below the registration threshold.
Similar estimates covering the period 1980-93 have also been published in recent years. The pre-1994 figures are not entirely comparable because:
Many factors influence the pattern of business start-ups. Among the most important are economic growth (encouraging new ventures and creating demand for business and personal services), the level of industrial restructuring and contracting out, and the stock of people with management or small business experience.
The source of these figures is the Inter-Departmental Business Register (IDBR). It contains records of all businesses registered for VAT. The IDBR is administered by the Office for National Statistics (ONS), which publishes information on the stock of VAT registered businesses in Size Analysis of UK Businesses. The DTI and ONS publications complement each other, although adjustments and minor differences in coverage mean that they contain slightly different estimates of the registered business population.

Minister for Trade affirms commitment to Russian market
The largest ever UK trade exhibition in Russia will be officially opened by the Minister for Trade, Brian Wilson, on Tuesday 8 September.
The "Britain - Window for Business" trade fair at the LenExpo centre in St Petersburg will include more than 130 companies and a catalogue exhibition for small and medium-sized enterprises. In addition, there will be seminars focusing on four key sectors - telecommunications, transportation and infrastructure, financial services and food and drink.
Mr Wilson commented:
"Some people have questioned why I have decided to go ahead with the "Britain - Window for Business" trade exhibition in St Petersburg next week in view of the current crisis in Russia. The reasons are simple.
"First and foremost, I believe that Russia will continue to provide scope for British exports in the long term. In spite of the economic difficulties, genuine opportunities will continue to exist for those who are well prepared, not just in the oil and gas sectors but also in retail, processing and distributing food stuffs, information technology, construction and transport to name a few.
"In view of the desire of British businesses to remain engaged with Russia, it would be a mistake for us to withdraw valuable support at the first sign of trouble. Indeed, one of the ways my department can help firms operating in difficult markets to gather essential information and make contacts is through trade exhibitions such as the "Britain - Window for Business" event.
"Finally, there is no evidence that our competitors around the world have turned their backs on Russia. Few people would ever have said that Russia is an easy place in which to do business. Nevertheless, from past experience those that enter a developing market early tend to make the greatest gains in the long run."
The "Britain - Window for Business" trade exhibition will take place at the LenExpo Centre in St Petersburg from 8-11 September. It will be the largest ever UK trade delegation to Russia with more than 130 companies taking part. The exhibition will focus on the following sectors: construction, transport, information technology, invisibles, food and drink, education and training, fashion and textiles and retail. The event will also feature a real British pub, a competition to win a car and an Internet cafe.
Russia is the UK's 25th largest export market. Russian cumulative figures for foreign investment, as of 1 January 1998, show the UK to be the second largest foreign investor with almost 17 per cent of the total. Last year bilateral trade in goods was worth over #2.7 billion - double the figure for 1993.

DTI DELIVERS EXPORT HELP TO YOUR DESKTOP
Trade Minister, Brian Wilson, launches Internet sales leads service
Brian Wilson, Minister for Trade has launched a new service harnessing Internet technology to enable British embassies abroad to give UK companies instant access to sales leads world-wide.
The new export sales leads service, part of TradeUK, was launched by Mr Wilson and Dan Wagner, CEO of The Dialog Corporation plc, DTI's contractor for TradeUK. TradeUK also includes a National Exporters Database (NED) which went live on 1 July and is the first official Government database which can be used by anyone in the world to identify UK suppliers.
Launching the service, Mr Wilson said:
"I see TradeUK as a very dynamic product and one which will provide a significant boost to UK companies looking to develop their business overseas. The whole TradeUK package harnesses the potential of the Internet to put buyers and sellers in touch - people overseas, including embassy staff, can use the NED to get details of UK suppliers for goods and services in their market. The new service takes that process one step further and allows buyers to have their needs broadcast directly to appropriate UK firms. So my message to business is, if you have not signed up for these services you are missing out."
Any UK firm on the NED can register to receive sales leads, free of charge. Embassy staff are a major source of sales leads for UK exporters. From today, they can e-mail details of leads, market pointers or public interest information onto the service. Each lead is automatically matched to the profiles of UK companies held on the system and e-mailed to appropriate businesses, enabling them to respond quickly to these export opportunities.
Mr Wagner, Chief Executive of The Dialog Corporation said :

Today's launch is a fantastic example of technology being used to deliver essential information to UK exporters, instantly alerting them of relevant opportunities abroad and lowering barriers to trade caused by lack of awareness. Joining the Minister and Mr Wagner was Mr John Gifford of Southampton-based Griffon Hovercraft Limited. Mr Gifford is an enthusiastic supporter of the TradeUK initiative. He said:
"Using the previous service, which was paper-based, we won a contract to supply hovercrafts to Brazil as well as other valuable export business. The Internet and e-mail are the business tools of the future. TradeUK is a service I would commend to any UK business whether they are already involved in exporting or thinking of looking at overseas markets. It will provide you with the sort of key information you need to know before visiting those markets."
The new TradeUK Export Sales Leads Service can be accessed at the following web address: www.tradeuk.com The DTI announced on 24 February 1998 the award of the contract to The Dialog Corporation plc to set up and operate the National Exporters Database and the new Export Sales Lead Service. Dialog will be working with ICL as sub-contractor to exploit ICL's original TradeUK project under the Information Society Initiative and develop the electronic commerce features on the new site.

The Foreign and Commonwealth Office has 217 British diplomatic posts in 140 markets which have commercial sections supporting British trade and industry.
The Secretary of State for Trade and Industry has presented petitions in the High Court to wind up in the public interest Nashluck Limited and its above-named associated companies which manage property in the Waltham Forest area of London on behalf of landlords.
The petitions were presented following an investigation carried out under Section 447 of the Companies Act 1985.
On the application of the Secretary of State the Court appointed the Official Receiver as provisional liquidator of the company. The role of the Official Receiver as provisional liquidator is to protect and preserve the assets and financial records of the company until the hearing of the winding-up petitions on 2 September 1998.
The companies are all private companies incorporated between 1991 and 1997. The directors are Mr Noel O'Connor and Ms Isobel Levison.

James Finlay, the plantation company, announced pre-tax profits of 8.59 million pounds, on turnover of 117 million, for the six months ending 30th June 1998. Earnings per share stand at 5.7p.
Heritage Baths announced pre-tax profits of 4.78 million pounds, on turnover of 22 million, for the year ending 31st May 1998. Earnings per share stand at 18.3p.
IBC, business information providers, announced pre-tax profits of 8.11 million pounds, after exceptional charge, on turnover of 74 million, for the six months ending 30th June 1998. Earnings per share stand at 12.6p.
Marshalls, manufacturers of building materials, announced pre-tax profits of 19 million pounds, on turnover of 134 million, for the six months ending 30th June 1998. Earnings per share stand at 8.98p.
Perkins Foods announced pre-tax profits of 44.4 million pounds, after exceptional credit, on turnover of 241 million, for the six months ending 30th June 1998. Earnings per share stand at 23.9p.
Persimmon, the house builders announced pre-tax profits of 28.1 million pounds, on turnover of 281 million, for the six months ending 30th June 1998. Earnings per share stand at 11.8p.
Siemens is to sell the UK chip plant which closed this year, with the loss of over 1000 jobs. The news coincides with the Government promising further aid for development in the North East.
Scottish Hydro-Electric made a 2.7 billion pounds all paper bid for Southern Electric. The merger will create one of Britain's largest power companies.
