UKBANK OF ENGLAND LEAVES INTEREST RATES UNCHANGED
The Bank of England's Monetary Policy Committee has voted to leave the Bank's repo rate unchanged at 7.50%.
The Inflation Report will be published next Wednesday (12 August).
HOUSEBUILDING: JUNE 1998
In June 1998, it is provisionally estimated that 15,500 dwellings were started in Great Britain compared with 16,700 in June 1997. Completions numbered 15,700 compared with 16,800 in the previous year.
In the latest three months 47,500 dwellings were started, down 6 per cent on the same three months a year ago, while completions at 43,600 were down 3 per cent compared with the same period a year ago.
Seasonally adjusted comparisons
In the three months April to June 1998, total starts were down 11 per cent and total completions were up by 3 per cent compared with the previous three months. Private enterprise starts fell by 14 per cent while completions rose by 5 per cent.
Registered Social Landlords (and unregistered housing associations) starts of new dwellings in the three months April to June 1998 rose compared with the previous three months while completions fell. Both starts and completions by local authorities and government departments remained at a low level.
ORDERS FOR NEW CONSTRUCTION: JUNE 1998
The volume of all new construction orders for the second quarter of 1998 remains at a high level, despite being four per cent lower than the particularly strong preceding quarter. The public non-housing, private industrial and infrastructure sectors have shown the most growth this quarter.
There has been some acceleration in the deflator with building industry inflation now returning to the rate for the rest of the economy.
The total volume of new orders received by contractors for construction work in Great Britain in the second quarter of 1998 was four per cent lower compared with the first quarter of 1998 but was unchanged compared with the second quarter of 1997. These provisional figures reflect the volume of orders at constant (1990) prices adjusted to exclude normal seasonal variations.

New orders in the private housing sector in the second quarter of 1998 were 14 per cent lower compared with the previous quarter and seven per cent lower than in the corresponding period a year ago. Public housing and housing association orders in the latest quarter were 31 per cent lower than in the previous quarter and 12 per cent lower than in the same period a year earlier.
Infrastructure orders in the latest quarter were 25 per cent higher compared with the previous quarter but 12 per cent lower compared with the corresponding period a year earlier.
Public non-housing orders (excluding infrastructure) in the latest quarter were 26 per cent higher compared with the previous quarter and 31 per cent higher than in the corresponding period a year ago. Private industrial orders in the latest quarter were 15 per cent higher compared with the previous quarter but three per cent lower compared with the same period a year ago. Private commercial orders in the latest quarter were 19 per cent lower compared with the previous quarter but four per cent higher than in the corresponding period a year ago.
In current prices the total value of new orders in June was #2175 million.
SLUMP HITS INVESTMENT IN UK
The world-wide slump in semiconductors just gets worse. Only 15 months after opening a chip plant in northern England, Siemens of Germany is closing the Tyneside complex at a cost of DM1 billion ($564m). Attempts to save another chip plant, in Scotland, appear to have failed. Hyundai, which has had difficulty raising capital for the project, said its talks on a rescue through a joint venture with Intel had broken down.

Consumers, direct mail and credit reference businesses, and regulators, such as the Data Protection Registrar, are invited to have their say in whether the legal requirement to sell copies of the electoral register should be changed.
Under current law, copies of the electoral register, on disk or hard copy, may be bought from the local council electoral registration officer at a fee ranging from #18 to #2.50 for each thousand names supplied. In Northern Ireland, copies are available from the Chief Electoral Officer for Northern Ireland.
This consultation is part of a review of the way elections are carried out started on 21 January 1998 when Home Office Minister George Howarth chaired the first meeting of the Working Party on Electoral Procedures.
Mr Howarth said:
"Trust in the electoral process is essential to democracy. The Working Party was set up to renew this trust - and contribute to the Government's drive for democratic renewal - by advising the Home Secretary on changes which will lead to more open and fairer electoral procedures.
"One area of public concern has been the sale of the electoral register, particularly to commercial organisations.
"This practice is controversial and unpopular with many members of the public. So much so that some people may even be reluctant to register to vote.
"However, the register is necessarily a public document which has to be widely and freely available for electoral purposes.
"This consultation seeks views on whether the law should be changed, how it could be amended and what implications it could have for consumers and business.
"Responses will inform our discussions at the next meeting of the Working Party later this year."
The Working Party is seeking views on the following questions and other related issues by 1 September 1998:
BRIAN WILSON ISSUES WAKE UP CALL TO BUSINESSES IN VIETNAM
First Overseas Visit for New Trade Minister
Brian Wilson picks up his new trade brief this weekend visiting Vietnam with a group of British businesses looking to capitalise on regeneration opportunities.
Mr Wilson said:
"Two way trade between the UK and Vietnam has increased and the market offers a number of new and increased opportunities, particularly in agri-business and infrastructure projects. As part of South East Asia, Vietnam is one of the DTI's target markets and despite recent difficulties, we are committed to improving trade relations with Vietnam and are confident in its medium and long term potential.
"As the first DTI Minister to visit Vietnam since 1996 - and my first visit as Minister for Trade - I am pleased to lend my support to UK companies looking to do business here. There are short term obstacles to be overcome, but UK companies must take an imaginative approach to succeeding in the Asian crisis. Many new opportunities stem directly from the crisis and market interest now will be rewarded when the recovery begins.
"UK companies are already leading the way in Vietnam and I am looking forward to meeting these companies and hearing about their experiences first hand during my visit."
Mr Wilson will arrive in Hanoi on 9 August. On Monday 10 August he will attend a lunch with the British Business Group. In the afternoon he will call on Mr Truong Dinh Tuyen, Minister of Trade, the Deputy Prime Minister, Mr Ngo Xuan Loc and the Ministry of Planning and Investment. On Tuesday 11 August he will call on Mr Ho Si Thoang, Chairman of PetroVietnam, Mr Doan Duy Thanh, President of the Chamber of Commerce and Industry of Vietnam and the Minister of Finance, Mr Nguyen Sinh Hung. He will then depart for Ho Chi Minh City. On Wednesday 12 August Mr Wilson will meet Mr Vo Viet Thanh, Chairman of the HCMC People's Committee. He will also attend the official opening of SmithKline Beecham's Representative office and visit the Coats Tootal factory.
Vietnam experienced the highest level of growth in the region over the last few years, despite starting from a low base. UK/Vietnam trade relations are good and UK exports to Vietnam almost doubled in 1997 to #95 million.
The UK in Vietnam campaign was launched in March 1998. It highlights cultural, commercial and bilateral points of contact and offers UK companies effective means of projecting a dynamic, innovative and creative image in Vietnam.

CONSTRUCTION INDUSTRY GANGMASTER SENTENCED TO TWO YEARS IMPRISONMENT FOR TAX FRAUD
Sitting at Kingston Crown Court, Judge Haworth sentenced William Michael Gallagher, a construction industry gangmaster from Harrow, to two years imprisonment. Gallagher illegally used Inland Revenue documents belonging to three different people to obtain untaxed payments from contractors totalling over #9 million. #2.25 million tax would have been due, along with some #1.6 million VAT.
Between October 1991 and July 1997 Gallagher used the names and documents of Joseph Lowe, John Hickey, and Martin Moriarty. Trading as Wembley Construction, he hired out hundreds of labourers to large construction firms working on the new Jubilee Line extension and major road projects around London. Not accounting for the tax he should have taken from their wages and paid over to the Inland Revenue, and also the tax he himself should have paid, enabled him to support a comfortable lifestyle at his home in Harrow, Middlesex.
Sentencing followed 45 year old Gallagher's guilty plea on 7 July to all six counts on which he was charged. The case was brought to court as a result of a successful joint operation between the Inland Revenue and Customs & Excise.
Mr Gallagher was sentenced to 2 years imprisonment on 6 counts to run concurrently. He was also disqualified from being a company director for 5 years.

Croda International, the chemicals group, has announced pre-tax profits of 7.7 million pounds, on turnover of 197.5 million, for the six months ending 30th June 1998. Earnings per share stand at 0.7p.
GKN has announced pre-tax profits of 230 million pounds on turnover of 1800 million, for the six months ending 27th June 1998. Earnings per share stand at 22.4p.
Inspec, the chemicals company, has announced pre-tax profits of 3.77 million pounds, after exceptional charge, on turnover of 161.3 million, for the six months ending 30th June 1998. Earnings per share stand at 0.01p loss. The company has been the subject of a 611 million pound take-over bid from Laporte.
Laporte, the chemicals company, has announced pre-tax profits of 66.8 million pounds, on turnover of 381.4 million, for the six months ending 30th June 1998. Earnings per share stand at 24.9p.
Mayflower, the car body manufacturer, has announced pre-tax profits of 19.6 million pounds, on turnover of 209.1 million, for the six months ending 30th June 1998. Earnings per share stand at 5.84p.
TDG, the logistics company, has announced pre-tax profits of 1.38 million pounds, on turnover of 252.4 million, for the six months ending 30th June 1998. Earnings per share stand at 6.54p loss, on reduced capital.
